Moving Telephone Fiberoptic Box

Of course this box sits where the engineers decided to put the driveway. Not where I wanted it but the city and everyone else who have no vested interest in the site. I find that you have to really push a little to get your desires across. Many times if you offer a suggestion the reply back is "you don't want it that way" or "its going to cost you". Any way I wanted the box to the left of the drive way and that request was never communicated or got lost in the red tape. I had to be at the office today at 11:00 and as I was turning in the office parking I noticed a Men Working sign. Hmm, I turned out of the parking lot and drove by. Asked the men how it was going and they said they had run into a problem. I asked which side of the drive they were moving it-the right. I said can it be moved to the left, yes but it might be more expensive. In this case though it seems there were other circumstances complicating moving to the right. They were waiting on word from higher ups. They did let me talk to the man in the office and he had not heard that I really would rather have the box to the left.He explained that they would have to add cable and it would cost. I didn't say anything about the fact that I knew there was a problem moving to the right. Anyway later in the day I drove by and work had come to a halt. The decision had been make to move the box to the left of the drive. Now my question is -will they come back and charge me to add the cable and would it have cost them more than the cable if they had gone ahead and moved the box where the contractor asked them to move it?
